A constable called Ramlal comes to Nawaz's desk, offers a box of sweets and says,

"Jai Hind sir. Sir surti ghaari. aapko bahut pasand hai na sir?

Nawaz says, "kyaa baat hai Ramlal? baRaa khyaal rakha ja rahaa hai?...chhuTTi vuTTi chaahiye kyaa?"

Ramlal says, "nahin sir, beta hua hai"

Nawaz says, "badhaai ho. aur naam kyaa rakkha hai?"

"Faizaan"

"Baap Ramlal beTaa Faizaan? BaDaa secular hai re tu!

"बाप रामलाल बेटा फ़ैज़ान? बड़ा सेक्युलर है रे तू!"

"Main nahin sir, Raees baap banaa hai...usne ye nyautaa aapko bhejaa hai"

Nawaz retorts, "nyauta bheja hai, to jawab bhi bhej dena...

bachche kaa baap banaa hai, Gujarat ka nahin"

The subject dialogue sarcastically refers to the use of the word secular in India.

As the film opens, Nawaz's voice over tells us the background to this film. The state of Gujarat. Where every day is a dry day. Over to Nawaz,
"Gujarat- aazaad bharat ka ek aisaa rajya, jahaan har din dry day hota hai – dry day matlab sharab bechna Khareedna band -  sharaab bechte huye pakDe jaane par, das saal ki sazaa tay hai, lekin, paabandii hi baGavat ki shuruaat hai..."
"पाबंदी ही बग़ावत की शुरुआत है..."

And therein lies the tale of Raees, which the film goes on to narrate.
